题目 基于方式演变的中小城市公共交通发展模式与空间协调配置方法

摘要 公交优先是我国的基本国策,中小城市是新型城镇化的主要载体,中小城市公交发展模式及空间配置方法具有普遍推广的迫切需求。 本文依托国家基金重点项目《演变中的城市现代道路交通系统集成设计基础理论与方法》(51238008)、《基于广义交通枢纽的城市多模式交通网络协同规划理论与方法》(51638004),以城市最优的时空资源消耗为目标,基于大量的调研数据,从3个层面,2个方面开展论文研究工作。3个层面指的是:宏观的同一城市的纵向时间演变规律到不同城市相近年份等公交出行特征的横向比较,中观的城市空间与公交系统的评价指标体系构建,微观的常规公交与快速公交共享运行协调优化的分析。2个方面的协调主要指的是:中观层面的城市空间与公共交通的协调,微观层面快速公共交通与常规公交的共享协调。论文的研究成果和结论总结: (1)中小城市公共交通出行演变规律 基于9个典型样本年份城市的公共交通出行特征分析,建立公交分担率、公交出行时耗等关键指标与城市发展宏观因子的内在关联特性模型,发现公共交通由从属地位逐渐上升为主要方式之一,且在通勤交通中作用越来越突出。经济水平越低的城市,慢行方式转化为公共交通的趋势越明显。机动化出行方式出行时耗大,人们对公交出行时耗的容忍值最高。 (2)城市公交出行时耗与城市宏观指标的相关性分析 通过函数拟合出行时耗与出行量的关系,研究不同时耗区间与城市宏观指标的相关性,发现居民出行量与出行时耗线性相关,城市规模越大,出行时耗的峰值越靠后。大城市出行时耗60分钟时,过半出行者选择公共交通;中小城市在时耗40分钟以内,公交分担率逐渐增加,时耗在40-60分钟逐渐回落。大城市宜建立长距离的公共交通方式,中小城市则适宜中距离。绝大多数中小城市公共交通分担率明显低于解算值,其提升空间巨大。 (3)引入城市快速公交阈值分析 基于城市总体时空资源的限制,通过分方式的时间资源和空间资源分析,确定引入快速公交阈值,有效减少城市时空资源和居民出行时耗。 (4)城市空间形态与城市公共交通协调性评价方法 结合中小城市特点,考虑城市公交、城乡公交、村镇公交,公交类型也综合考虑常规公交与快速公交。基于技术、效益、体制、功能四个方面的协调,重点关注城市公共交通内部协调、城市公共交通与城市形态的协调,构建评价指标体系。用模糊数学中的隶属概念描述协调度指数,并优化引入权重函数,选取小城市代表丹阳市、由中等城市演变为大城市且包括快速公交方式的常州市作为典型案例,分别分析8年及以上的相关数据进行论证。 (5)城市快速公交与常规公交共享运行协调方法 为提高快速公交与常规公交共享路段及站点运行效率,通过对其运行特性分析,提出了共享运行协调模型及方法,从时间效益和空间效益两个维度,确定三车道(含一条快速公交专用道)共享专用道的常规公交和社会车辆流量阈值,分析共享站点的通行能力和有效泊位,得出快速公交到达率、站点通行能力、站点通道数等要素的相互关系。以常州市BRT为例,验证了本文所提出的快速公交与常规公交协调通行的优化方法的有效性。

英文摘要 Public transport priority is the basic national policy of China, and Medium and small cities are main carriers of new urbanization. It is urgent to popularize public transport mode and spatial collocation method in medium and small cities. This paper is based on national funded key project “Basic Theory and Method of Integrated Design in Evolving Urban Model Road Transport System” (51238008) & “The Theories and Methods of Urban Multi Model Transport Network Collaborative Planning Based on Generalized Transport Hub” (51638004),and targets to achieve optimal space-time resource consuming in the city. Based on numerous research data three levels and two aspects are used in this subject. The three levels refer to: the macroscopical level in horizontal comparison between the vertical time evolution of the same cities and total travel characteristics in different years in different cities; the mesoscopic level in the construction of evaluation index system of urban space and public transport system; the microscopical level in analysis of coordination and optimization of conventional public transport and Bus Rapid Transit sharing operation. The two aspects refer to the coordination between urban space and public transport in mesoscopic aspect; the sharing coordination between Bus Rapid Transit and conventional public transport. The research results and conclusions of this paper as below: (1) The evolution rule of travel of public transport in medium and small cities Based on the analysis of travel characteristics of public transport in nice typical cities, establishing a model of the intrinsic relationship between key indicators such as bus sharing rate, bus travel time and macroeconomic factors of urban development, it is found that public transport rises up from subordinate position to the one of the main mode of travel gradually,and also its role is more and more prominent in commuter transport. The lower the economic level of cities,the trend of transition from non-motorized transport to public transport is more obvious. Once time consuming of mobility travel becomes longer,peoples’ tolerance towards time consuming of public transport will reach the highest point. (2) Correlation analysis between travel time consumption of urban public transport and urban macro-indicators Through function fitting the relationship between travel time and travel volume and studying the correlation between different time-consuming interval and urban macro-indicators, it is found that the travel volume of residents in linearly is related to travel time consumption. The larger size of city,the more travel time consumed. When the travel time consumption is 60 minutes in big cities,more than half of the travelers choose public transport; when travel time consumption is within 40 minutes in medium and small cities,public transport sharing rate increases gradually and it will fall when time consumption is between 40 and 60 minutes. Large cities should establish long-distance public transport. medium and small cities are suitable for medium-distance. The share of public transport in the vast majority of small and medium cities is significantly lower than the computed value and its room for improvement is huge. (3) Introducing urban bus rapid transit threshold Based on the limitation of the overall space-time resources of the city,through the analysis of the resources and space resources in different ways,it is effective to reduce urban space-time resources and the travel time consumption of the residents by introducing bus rapid transit threshold. (4) Method for Evaluation of coordination between urban spatial form and urban public transport. Combined with the characteristics of medium and small cities,consider urban public transport,urban and rural public transport,rural public transport,bus types also consider the conventional public transport and bus rapid transit. Based on the coordination of technology,benefit,system and function,focus on the coordination of public transport itself and the coordination between spatial form and urban public transport,the evaluation index system is constructed. The subordinate concept in fuzzy mathematics is used to describe the coordination index and introduce weighting function optimally. A small city represented by Dan Yang,and a medium-sized city evolving into a big city and including bus rapid transit represented by Chang Zhou,is selected as a typical case. Relevant data of 8 years and the earlier are analyzed respectively for demonstration. (5) Method of coordinating sharing operation between bus rapid transit and conventional public transport. To improve the operation efficiency of bus rapid transit and conventional public transport in sharing road and stops, this paper proposes a shared operation coordination model and method based on the analysis of its operating characteristics. From two dimensions of time benefit and space benefit, the threshold of traffic volume of conventional public bus and social vehicles in three-lane (including one bus rapid transit lane) shared lanes is determined, analyzing the capacity and effective parking space of shared stops, obtaining the interrelationship between factors such as arrival rate of bus rapid transit, capacity of bus stop and number of lanes at the bus stop. Taking Changzhou BRT as an example,the effectiveness of the proposed optimization method for BRT and conventional buses is verified.
